THE CONTACT STATED THAT WHILE DRIVING AT APPROXIMATELY 30 MPH, IN INCLEMENT WEATHER, WITHOUT WARNING THE WINDSHIELD WIPERS BECAME INOPERABLE WHICH CAUSED THE VEHICLE TO CRASH INTO A GUARD RAIL.
